Selectboard’s Work Session Minutes
Wednesday, February 03, 2015 – 4:30 PM

The meeting was called to order at 4:30 PM by Chairwoman Davidson.

4:00 PM: Selectboard Non-Public Session

At 4:00 PM  the Selectboard, on a roll call vote with a motion by the Chair and a second by Selectwoman Charig Bliss, voted to enter into non-public session to discuss a personnel matter under RSA 91-A:3 IIa. DPW Supervisor Tim Murray was present during the meeting. At 4:50 PM the Board voted to exit the meeting. The minutes were sealed.


5:00 PM: Mark and Rhonda Cilley

At 5:00 PM the Board welcomed Mark and Rhonda Cilley to the Selectboard’s meeting. The Chair made some welcoming remarks and indicated that the reason for inviting Mr. and Mrs. Cilley to the meeting was to gather information relative to an incident on Muzzey Hill Road in the recent snowstorm that had been posted about by Mrs. Cilley on her Facebook page. Mrs. Cilley outlined that her daughter’s car was stuck on Muzzey Hill Road, or would not start. The tenants that live on their property were pushing her daughter’s car up the hill. A school bus went around the two cars while bringing children home from school, but subsequently lost speed and ended up sliding back into a snow bank, getting stuck on the road. The bus driver called the DPW Supervisor for help. Tim Murray arrived and sanded the road and tried to help the bus get unstuck. After some discussion of the incident Mr. Cilley reported on a conversation he had with Supervisor Murray, while he was on his way home. Mr. Cilley reported that during a brief conversation with Murray that Murray told him that he needs “to do a better job on the road”. The Chair said that from the description of the incident and the road conditions, it was less likely the maintenance on the road as much as the disabled car that caused the school bus to get stuck. The Chair stated that Tim makes decisions on when to treat roads and that it’s not the Board’s intention to micromanage his decisions. She went on to say that if road maintenance were part of the problem then something should be done.

Mrs. Cilley described the efforts and money that her family spent bringing the road up to Class V standards when they first moved up the hill. She said that it cost a lot of money. Duffy Fox was involved as well as an engineer. Over time, prior to Supervisor Murray coming on board, the extension that runs past their house at the top of the hill has not been maintained properly. It is prone to runoffs and the road is soft and mushy. The turn-around at the end of the extension has been abandoned by the school bus company and the town of Greenfield. The Cilley’s are trying to sell a piece of property that abuts the extension and feel that the condition of the extension is causing prospective buyers to shy away. Mrs. Cilley said that they paid $40,000 to have that road brought up to the correct specifications and now it’s not usable. The Chair agreed that this was a concern and that the Board would review the issue with the DPW Supervisor. She added that it was likely that any work on the extension would not happen until Spring at the earliest.

6:35 PM Kathy Valliere, Tax Collector

At 7:35 PM Kathy Valliere, the Greenfield Tax Collector stopped in to visit with the Selectboard. Ms. Valliere had a discussion with the Board about adding hours to the Tax Collector’s job.

At 7PM the Chair left the meeting.

The Selectboard reviewed the Draft Warrant and suggested several changes for the Budget Hearing the following night (Feb. 4th). The changes would be finalized with the Chair at the beginning of the Feb. 4th meeting.

Adjournment

On a motion by Selectwoman Day, and a second by Selectwoman Charig Bliss, the Board voted to adjourn. The motion carried 2-0. The meeting adjourned at 8:05 PM.
The minutes are final when approved and signed by the Selectboard. A signed copy is on file in the Selectboard’s office.
